Car braking problem no brakes?

I have a 1992 honda civic 4 door, the brake rotors calipers and pads were changed along with the brake shoes in the back. problem is the hand brake worked before but when the shoes were changed they no longer work. also my brakes just went out and only stops the slightest when I pump the brakes repeatedly. I checked and it has braking fluid, what I want to know is where I should start to go about fixing this on my own. What are the things I should look at and try? thank you.
