What kind of scooter should i buy? read more...?

I am about 240lbs, 6'1"- will be riding on a busy tourist island on East Coast, i need something that can support my stature can go reasonable fast (at minimum 40mph), cheap (under $1000) and has a pretty high resale value- I will only need it for about 3-5 months... If you have a scooter what kind? How much? help please :)
